Well, he's smart outside the ring, a businessman. Those aren't criteria to define an ATG. Most of his fights, especially his later fights, are negotiated in his own terms (he chooses everything to his advantage) and never fought a prime opponent since promoting himself; He targets marketable names when they're already faded (i.e. Pacquiao, Cotto) or unripe (i.e. Ortiz, Alvarez). Did any of the other ATGs did that? Where can we place someone like that in the ATG list? I can't really say since each list has its own set of criteria.
As for me, I'll still put him below Pacquiao and Cotto.
