I guess Floydy made history when he faced his first WBC mandatory this year, eh? Dunno, maybe he faced another mandatory back in the 2nd millennium. All Manny has to do is beat Berto before breaking his Arum contract to prostrate himself into accepting the lamb's share of the purse with no PPV claims before Floydy fight is his is the jist of this news. Quite a bit of difference, and a difference that changes from Org to Org (the WBO for example have a rule that allows ANY fighter to request to be their mandatory). Wanheng, who I believe has been #1 ranked at 105lbs since Denver Cuello lost to Zhong has still not gotten his title shot and when Cuello was "mandatory" it didn't prevent the WBC from allowing Zhong to fight for the vacant belt.
